This is why it was common for people to bite the money to check it authenticity.
There are some other things included within the paper as well as some processes that remain secret to this day. They do not want anybody even knowing the ingredients just in case someone might have the resources to obtain these materials. The government is not willing to even take the chance that someone out there might be willing to go through a lot of trouble to do this.

The modern technology available today to just about anyone has made it much easier for people to produce the paper version of currency that we have all gotten used to. There are various countermeasures that the US government for example uses to attempt to thwart those who would try to defraud the US Treasury.

This ink is used because when you take the bill and tilt it to the side the ink will appear to change color. When you tilt it back again it will shift back to the original color.
Sometimes a counterfeit bill can get accepted somewhere and end up making it through the system. It is not common but it has happened here and there. Such things are usually caught at the bank level before getting put back into circulation. This was more common 20 years ago before the metal strip was included and the pen with special ink was introduced.
